EU SCIP Database Notifications
SCIP (Substances of Concern In articles as such or in complex objects (Products)) is a database run by ECHA, the European Chemicals Agency. It was created under the EU Waste Framework Directive (Directive 2008/98/EC, Article 9) so that waste operators and consumers can find out which products contain substances of very high concern (SVHCs). Notifications have been required since January 5, 2021.
Who must notify
- EU producers and assemblers of articles
- EU importers of articles
- Distributors who place articles on the EU market, other than retailers selling directly to consumers
Companies outside the EU cannot notify directly; the EU importer carries the obligation.
What triggers a notification
A notification is required when an article contains a substance on the REACH SVHC Candidate List above 0.1% by weight. The threshold applies to each article, including articles assembled into a complex object - a capacitor on a circuit board counts as its own article, not as a fraction of the finished product's weight.
What is submitted
- Identity of the article and the complex object it is part of
- Name of the SVHC and its concentration range
- Location of the SVHC within the article
- Information for safe use and safe handling at end of life
Notifications are prepared as IUCLID dossiers or through the ECHA Submission portal. Simplified SCIP notifications allow a distributor or assembler to reference a notification already made by its supplier.
Relationship to REACH Article 33
REACH Article 33 requires suppliers of articles containing a Candidate List SVHC above 0.1% to pass enough information down the supply chain to allow safe use, and to answer consumer requests within 45 days. SCIP made that information public. The Article 33 duty applies on its own, regardless of SCIP.
Status of SCIP
The European Commission's Environmental Omnibus simplification package proposes discontinuing the SCIP database. The Council has supported the proposal, and the European Parliament's position is pending. Until the Waste Framework Directive is amended, SCIP notification remains a legal obligation, and REACH Article 33 communication continues either way.
